HIV COLLABORATIVE FUND - Proposal budget (.xls)
The
West Africa Region of ITPC’s HIV Collaborative Fund small
grants program is seeking proposals from Community Based
Organizations that represent the interests of people living
with HIV/AIDS for the upcoming 2010-2011 cycle of
funding.
The
overall objective of this grant is to financially support
initiatives of civil society
organizations and Community Based Organizations that
represent interests of PLWHA and other communities affected
by the HIV/AIDS epidemic through small grants and technical
assistance to the grantees.
Funding Priorities
The main priority areas for funding are:
HIV Treatment Literacy
–
Carrying out work that supports the increase in knowledge of
HIV and its treatment
HIV treatment access Advocacy
–
Involves project activities that advocate for access to HIV
Treatment for all PLHIV including Children & Adolescents.
Community mobilization to fight stigma and discrimination of
PLWHA -
Involves project activities that bring communities together
to address issues with regard to HIV prevention, treatment,
care and support as well stigma and discrimination issues.
TB and HIV co-infections –
Involves project activities around TB as a co-infection of
HIV and include TB treatment access.
Positive Prevention-
Includes project activities that
directly support HIV infection risk reduction by providing
information and skills as well as access to needed
commodities amongst PLHIV
PMTCT –
Includes project activities that promote PMTCT.
Eligibility
-
Only are eligible for this round of funding legally
registered Non Governmental Community Based
Organizations working on HIV treatment education and
advocacy and related issues
-
These organizations must be based and conduct their
activities in one of the following West Africa
countries: Benin, Burkina Faso, Capo Verde, Gambia,
Ghana, Guinea, Guinea Bissau, Ivory Coast, Liberia,
Mali, Niger, Nigeria, Senegal, Sierra Leone, and Togo.

as well as projects related to setting up and supporting
of advocacy coalitions.
Organizations which have not yet been legally registered by
the time the application is submitted, should seek to
partner with an existing organization that which will be the
fiscal agency and can provide technical assistance and
support for them to register as a nonprofit organization,
and PLWHA organizations and other organizations representing
groups most vulnerable to HIV are particularly encouraged to
apply for grants. Vulnerable groups such as women’s groups,
sex workers and men having sex with men.
General Guidelines

One proposal per organization

Prospective grantees are expected to fill out the
HIV Collaborative Fund Grant Application. This
application has three (3) sections:

Cost Proposal (including detailed budget using
Excel or Word Template

Applicants are encouraged to submit proposals via email
and using MS WORD. If you must submit through regular
mail, please ensure that all postage and delivery fees
are covered by your organization. The HIV Collaborative
Fund is not obliged to cover or reimburse for these
expenses.

Accountability, transparency, ownership and
sustainability of the projects identified are key.

People living with or vulnerable to HIV must be involved
at all levels of the project.

All submitted applications/proposals must be saved using
the name of the organization.

BE DISQUALIFIED
Grant Ceiling
Grants will be allocated to successful applications for a
period of up
12 months to a maximum amount of
$ 10,000 US dollars.
Unfortunately, we cannot do anything about fluctuating
exchange rates between your currency and the USD. If you
are selected as a grantee, the total amount of funds for
your project will be transferred at the current US exchange
rate upon completion of required documents. Currency losses
or gains in comparison to the original proposal will be
borne by the grantee. In either case, we work with grantees
to ensure that all budget and work-plans are accurately
managed.

Background
International Treatment Preparedness Coalition (ITPC)
ITPC
is a global coalition of people living with HIV/AIDS and
their allies dedicated to ensuring access to quality
HIV/AIDS treatment, care and prevention services. Founded in
2003, ITPC uses a community-driven approach to achieve
universal access to treatment, prevention, and all health
care services for people living with HIV and those at risk.
Working through its eleven funding regions, ITPC supports
national level activists and people living with HIV and AIDS
through activities including research, advocacy, education,
capacity-building, and a small grants program, all focused
on scaling up treatment literacy and access to HIV treatment
and support services.
ITPC's major projects include the HIV Collaborative Fund, a
community- driven small grants program; the Treatment,
Monitoring and Advocacy Project assessing national level
status of universal access to treatment through its "Missing
the Target" publications, researched by community activists;
the World Community Advisory Board on treatment education
and progress which brings together key stakeholders from
pharmaceuticals and community activists to discuss scale-up
of treatment; and the ITPC listserv of over 1100 members
from 125 countries facilitating information sharing and
organizing of advocacy campaigns.
HIV
Collaborative Fund (HIVCF)
The
HIV Collaborative Fund (HIVCF) is a small grants program to
improve Universal Access to HIV treatment, care and
prevention and is a major project of the International
Treatment Preparedness Coalition (ITPC). It has operated
since 2003, expanding from one pilot region to currently,
ten regions. As of 2009 it has distributed over 6.5 million
dollars of grants to grantees in over 90 countries.
Decision-making and priority-setting are done by community
representatives through peer-review at regional levels;
hence the HIVCF represents the first time that a global
coalition of people living with AIDS has developed a funding
mechanism that allows them to set their own funding
priorities and to implement their own strategies. Community
mobilization and empowerment are core values of the HIV
Collaborative Fund.
The
small grants are focused on improving HIV services through
treatment education, advocacy, community mobilization and
human rights work such as reducing stigma and
discrimination. The HIVCF also contributes to strengthening
regional PLHIV and advocacy networks. The majority of
projects are run by people living with HIV.
The
HIVCF is a collaboration among people living with HIV/AIDS,
community and international organizations, multilateral
agencies, and donors, each partner bringing their expertise
and resources towards a shared goal of Universal Access to
quality HIV care, prevention and treatment services.
The HIV Collaborative Fund has started to work in West and
Central Africa Region in March 2005. During the ITPC summit
held in Bangkok, Thailand in January 2007, it was decided
that the Central and West Africa region split into two
separate regions. One year later, during the second West and
Central Africa PATAM regional in January 2008 at Grand
Bassam, Ivory Coast, the creation of Central Africa region
and West Africa region becomes effective.
This
project is supported with funds from multiple donors.
